Localized dense mesh near the inlets for the combustor

I am working on the analysis of combustion in axissymetrical 2D with swirl using ANSYS workbench 17.2. I need a very dense mesh near the inlet of the combustor, where most of the swirl and turbulence is taking place. 

Can someone guide me, how I can define a dense grid around the inlet and less dense mesh as I go away from the inlet. What parameters do I have to set up in order to achieve a localized dense grid. 

Please see the rough sketch of the objective I want to achieve.

In DesignModeler, you can create the surface for the fluid domain, then create planes to slice up the domain so the dense mesh region is a separate body. You then put all the bodies into a part by selecting them and Form New Part. Then you can apply mesh controls to the edges of the dense mesh to get what you want in the critical area.  Put a few dimensions on a sketch and reply with that and the version of ANSYS you want to use and I will show you in detail.

Thanks for your suggestions, I really appreciate it. I am using ANSYS 17.2, so I am still using designmodeler, 

I have attached the picture with dimensions of the cylindrical combustor, Its is a  axisymmetrical 2D design, with a primary inlet (R = 0.017 m) and a secondary inlet (R = 0.020m). The combustor is 2.4 m in length and the outlet radius is 0.4 m. 

As I mentioned earlier, i would like a dense mesh in the flame region which is close to the inlets.
