I would like to model objects coming into contact then not being able to come apart, but slide relatively. Does a 'no separation' definition achieve this or does it have to be initially in contact?

You might use the COMBIN40 element which has a Gap feature. A "lockup" feature may be selected with KEYOPT(1). This feature removes the gap opening capability once the gap has closed.

No separation does this.
An example is shown below. Two blocks. One fixed and the top one falling onto it. If one has normal frictional contact then it will bounce of (see below)
if no separation contact is used (instead of friction-less as above) then it sticks as shown below
